Arts Organization Application and Guidelines

Harlem Arts Alliance is a not-for-profit service organization committed to nurturing the artistic growth and organizational development of artists and arts organizations serving the Harlem community.

The Harlem Community Arts Fund grant program supports the needs and aspirations of Harlem's artistic community. Support furthers the organizational and artistic development of artists and arts organizations. Created through a grant provided by the Upper Manhattan Empowerment Zone Development Corporation, the Fund will respond to proposals from eligible artists and arts organizations based in and providing services within the Harlem community bounded by 110th and 155th from Hudson River to 5th Avenue (Community Districts 9 and 10 only). The program is not restricted on basis of race, sexual preference, ethnicity, or religious affiliation.

Fund Submission Categories

Interested arts organizations are invited to submit applications to the fund in one of the following categories:

Organizational Support

Harlem's local arts organizations represent the impulses and creativity of the artists, managers, and volunteers that move them forward. HAA support is intended to provide additional assistance to help ensure that these important organizations have the resources and encouragement to provide necessary services and programs to the Harlem community.


· Eligible organizations must have arts and culture as their primary mission

· Must be a not-for-profit 501(c)3 arts organization or submit under a fiscal conduit

· Organizations must be based in and proposing services to take place within the Harlem community (proposed activities must take place within community districts 9 and 10 only—for boundary details, see

· Organizations must have an active board of directors

· Organizations receiving direct support from Upper Manhattan Empowerment Zone are ineligible

· Organizational expense budgets cannot exceed $99,999

Required Supporting Materials

· List of Board of Directors

· Organization's relevant promotional and press information

· List of key staff members

· 2011-2012 annual budget (Capacity Building)

· Letter of commitment from collaborating partner organization (if appropriate)

· Financial statements from recently completed fiscal year

· Letter of commitment from Board Chairman (Capacity Building)

Eligible arts organizations are encouraged to apply for one of two areas of support described below.

A. Capacity Building : HCAF will award a total of four grants of $3,000 each to support organizations initiating short-term projects intended to help increase their ability to deliver high quality services and programs and to help position them for future growth. Projects may include, but are not limited to the following: staff development/training, marketing, fundraising/ development, organizational assessment and strategic planning, board development, earned income ventures, and/or efforts that increase financial stability.

Criteria - Successful applications will respond to each of the following points:

· Clear identification of an issue or concern within the organization that is a barrier to a stable operation

· Effective plan to address stabilization issue

· Identification of personnel (volunteers, board-members, staff, consultants) who will be involved in the project

· Intended outcomes from the project

B. Arts in Community : grants ranging from $1,000 to $3,000 for eligible organizations mounting arts activities available to the general public or targeted community audiences in Harlem. Eligible activities include, but are not limited to, the following: performances, participatory arts workshops, visual arts exhibitions, etc. Partnerships between applying arts organizations and appropriate community based, non-arts organizations are encouraged.

Criteria - Successful applications will respond to each of the following points:

· Commitment for facility within which activities will take place (if outside the organizations home-base space)

· Clearly targeted audience or constituency to be served

· Sound marketing and promotional plan for project

· Evidence of additional funding or support for project

Review Process

Staff review

Applicants may be contacted by HAA project personnel to clarify aspects of the grant request.

Panel review

HAA will impanel a group of objective individuals familiar with the Harlem community and its arts and cultural activities. All applications will be reviewed and considered in detail by Harlem community arts fund panel in accordance with the criteria listed above. All panelists serve as volunteers. Panelists will make recommendations for support to be considered and approved by HAA's board of directors.

Award Information


Funding provided by the Upper Manhattan Empowerment Zone Development Corporation

Letters to award recipients will be sent by June 30, 2013. Awardees are required to use the Harlem Arts Alliance logo on any and all literature involving project as described in the application. All monies awarded are to be used solely for the funded project.


HCAF Funds may be used toward the following activities

· Production costs; rental of equipment, instruments, or materials to complete work scheduled for a gallery exhibition, performance, publication, etc.

· Artistic and technical fees directly related to the proposed project

· Outreach and travel expenses related directly to proposed project

· Marketing and promotional costs including: printing, mailing copying, etc.


HCAF Funds will not support

· Ongoing living or personal expenses

· Tuition fees, for instructional programs and/or matriculation in programs offered by public or private colleges, or universities

· Costs related to the construction, improvement or purchase of real estate

· Activities that are commercial in nature

· Medical, legal, or accounting fees
